Feature request

(continuation of #3585)

  • Replace hand-crafted docker-compose.yml files
  • Run the CI job selectively (by checking for changes in kagami swarm + configuration).
  • Run on Schema changes
  • data_model just to be safe
  • Optimally (we already use kagami, so run in the same workflow).

Motivation

kagami swarm is useful in CI.
