Safari goes into an infinite loading loop if it cannot load the webpage

Apple’s response on 12 December 2024:

This is a known issue. However, since it only occurs when not connected to the internet it doesn't have as high of a priority as an online issue would. Please follow up testing on future versions of the OS. Unfortunately we cannot provide timelines on fixes.
