• Hermes should retry on TxNoConfirmation error #1124 and Packet takes 24sec to get relayed  #1265
  • these two issues are related and would both be solved by changing the confirmation mechanism in Hermes (which is currently a loop/blocking call to the /tx_search endpoint of a chain, waiting to find confirmations for every tx)

• Issues during testing interchain accounts application #1191
  • PR: Get events from RPC event's data instead of events #1172
  • Context: this is a low-hanging fruit to improve the ergonomics of testing with Hermes and Interchain Accounts (ICS27). Simplifies greatly the relayer's RPC events parsing architecture. Main customer benefiting from this: @seantking.

• Create a new release in the changelog, using unclog.
• Bump all crate versions to the new version.

• Update Cargo.lock file (if re-publishing ibc-relayer-cli)
