Proposal

We'd like to improve user experience.
For client operations specifically, as a first step, it would be good to add two new CLIs:

• hermes create client
• hermes update client

which should be wrappers over the tx raw equivalents.

Eventually we would like to deprecate the developer-specific tx raw commands and adopt the syntax laid-out in ADR 006, which we'll do in future work #773.
