Summary

By default, Hermes uses the config at a predefined path:

If ~/.hermes does not exist, Hermes should signal an error. Additionally, it would be nice to instruct the user about a location where a default configuration file could be found, e.g., https://hermes.informal.systems/config.html#example-configuration-file

Acceptance Criteria

• Improved log messages so that Hermes covers additional corner cases when the default configuration file does not exist
