Summary of Bug

When multiple transactions that include IBC events are present in a block, hermes processes the events from one transaction at a time, delaying the processing of the events included in the other transactions. The compounded delay amounts to hours when a burst of IBC messages are committed, making hermes unusable.
Thanks to the Dex team for finding this.
