aws security group firewall rule v2 is not in sync with API

The Instaclustr Terraform is currently facing an issue regarding the synchronization of firewall rule changes between UI and the TF client. This issue was reported and made urgent, indicating that these changes are likely occurring frequently and can impact other customers as well. I suggest to test this case on our side.

A possible way to recreate the case:

1. Creating a cluster using the operator
2. Add firewall rules via operator
3. Modify/delete/change the rules in the Instaclustr console UI
4. After making the changes in the UI, carefully inspect and compare the firewall rules in both the UI and operator to identify any inconsistencies or synchronization issues.
