Description

installation creates routes for the 3scale gateway all the time, even if we are not running the walkthrough

Expected Behavior

create the routes until the user is running the walkthrough

Actual Behavior

routes are created with the installation

Environment

Operating system: (E.g RHEL 7.6 )
OpenShift version:

Ansible version:

Project Version/Tag: (E.g release-1.0.1) release-1.1.0
