introduce new storage:

we need to make sure that only one (the correct) parentchain can shield and unshield

  • NativeTokenIssuingParentchainId -> ParentchainId
  • NativeTokenIssuingParentchainGenesis -> H256

to store the shard vault account and mirror its L1 balance

  • ShardVaultAccount -> AccountId,
  • ShardVaultBalance -> Balance,
