Current IPFS issues #89

Brewster reported two IPFS issues - one that the IPFS/YJS indicators staying red and another that video spinning endlessly. On dweb.archive.org I repeated teh 2nd on FF and 1st on Chrome and confirmed with webpack it worked. On laptop both had 2nd issue.

After npm update and fixing issue with webpack-cli no longer working (revise to next major version) and debug not showing (a filter in Chrome) the problem appears to be with a change to IPFS - posted to https://github.com/protocol/collab-internet-archive/issues/57 and ipfs/js-ipfs#1606

These issues appear to be working, though other issues with IPFS (with gateway)
