env: staging registrar portal master branch

internal error is returned to user

sample error from errbit: undefined method `domain_name' for #Hash:0x00007f05d18f0b78

to replicate:

create a domain bulk transfer file or download the domain list csv from registrar portal
go to bulk transfer view in the regsitrar portal: https://st-rar.infra.tld.ee/registrar/bulk_change/new
import the transfer batch file
press "transfer"
internal error is returned
