Manually set serverHold status is removed with domain renew

From time to time it is necessary to remove a domain from the zone administratively. serverHold status is used for that. serverHold is also part of domain expiration and cycle and because of that renewing a domain removes expired and serverHold statuses.

to solve this issue we need to separate expire related serverHold statuses from administratively set ones.

Proposal for a solution: administrator can add a comment to the serverHold status explaining the reason why it was set. So domain renew should not remove serverHold status that has a comment set
