WHOIS: record renew on registrar data update

WHOIS records are not renewd if registrar data is updated using admin interface (/admin/registrars/ID/edit. So the only way to update registrar contact data is recreate whole whois database.

We plan to add an option for registrars to update their own contact data in the portal for registrars. This will also require whois record update.
