WHOIS:regenerate rake task fails #681

RAILS_ENV=staging bundle exec rake whois:regenerate

ends with nonworking que job with error:

PG::UndefinedTable: ERROR: relation "whois_records" does not exist

fixed in staging - caused by missing db tables. Tables are present in test and production - will not happen in master branch
