Follow on from #1547 and is related to https://github.com/ipfs/interface-ipfs-core/issues/366

The user can experiment with config changes via the config.set method but there's no way back to the original config apart from stopping the node and removing the config file.

The proposed method would allow you to reset the config to known good defaults without having to stop the daemon first. Changes would not take effect until the node was restarted either manually or via https://github.com/ipfs/interface-ipfs-core/issues/366 futuretech.
