Introduction of ParserConfig class

Given that we already have quite a few parameters in the parse call:

• path: Union[FilePath, str]
• separator: str = "\n"
• day_first: bool = False
• encoding: str = "utf-8"
• lenient: bool = False
• debug: bool = False
• num_errors_to_show: int = 10
• progress=None

More parameters might be necessary to address the issues #78, #64, #65, and #67. Given the need for options to handle and ignore certain non-standard line codes, I suggest creating a ParserConfig class to encapsulate these parameters.
