Add support for Visual Studio 2017 (Requires WiX v3.11 and Votive 2017 Visual Studio Extension)

Please note: WiX no longer ships Votive as part of it's burn bootstrapper bundle. WiX now requires you to install WiX and then one or more Votive Extensions depending on how many versions of Visual Studio you support. We require those steps to be complete in order to function.

However, we continue to maintain a single MSI that supports VS2010 - 2017. Unfortunately, I only test VS2015 and 2017 these days. So please let me know if you encounter any issues on older versions of VS. I spot checked everything and don't expect any issues but do intend to address any that may be found.
