Evaluate IVOA PDL as a method of describing parameters for the executable.

Update PDL to include JSON and YAML serializations
In-line PDL for simple parameters
External files for complex parameters
Well known URLs pointing to complex descriptions of well know data types e.g. e-Merlin or SKA data products
