ProblemEnvironmentをWorkerに割り当てるスケジューリングアルゴリズムを考える
- WorkerのCPU, メモリ使用量, ...
  - workerInfo にこれらの情報を含むようにして、都度更新されるようにする (externalIPAddress/hostnameは既に都度更新されるようになってる)

スケジューリングアルゴリズムを実装する
