Reopening, 2.9.3 works on Apple Silicon just fine, but not Windows ARM64.

We've removed Windows ARM64 from the release notes, opened an upstream bug report here: scijava/native-lib-loader#42

In addition to the upstream bug report, the Windows ARM64 binary was not statically linked and missing some references. Patched via #109. We'll close this once the upstream bug report is fixed and 2.9.4 is released.

Ok, this is finally fixed via our rebuilt binaries in 2.9.4. Closing.
