Consider the case where there are two sets of armor that satisfy the user's desired stat tiers.

Set A uses two recov mods
Set B uses one recov mod and one resil mod

Both of those mod costs are the same.

It would be preferable to surface the result with more mod variety to the user before the result with less variety. For example, being able to put a recov mod on your chest instead of a resil mod makes it more paletable to say "Recov is a 'subjectively less valuable' stat than resil. If I want to slot expensive chest mods I don't feel too bad about dropping the recov mod".
