Replace puppet 'hiera' with 'lookup'

Since we've updated our puppetagent to the version 4.9, implementing hiera() calls, generates warnings. These warnings will likely be errors with later version of puppet. So, we need to comb through each of our puppet manifests, and replace implementation hiera() with lookup().
