之前因为 error code 放置于项目根目录，当我们拉取其中一个工具箱时，因为改工具箱会依赖项目根目录的 error code，所以go会自动拉取仓库所有的代码，所以有以下的弊端
所以本次将 error code 迁移到各自的工具箱下，便于维护和开发者的阅读
