Some questions about implementing a feature

I'm looking into implementing the Are you still watching feature. It has four tags on it: Android TV, Roku, Swiftfin, and WebUI.

I'm interested in the WebUI area, so can I just provide an implementation for that, or do we ideally want to implement it for those four areas?

I have done some initial investigation and a rough POC. The changes will be centered around the video player, so is that considered core functionality and warrant a signoff?

Does this need to added to the roadmap if I'm working on it or do I just start continuing developing and when I'm ready with something, I can just start a new Ideas discussion laying out what I've done?
