Deploy Virtuoso JDBC driver to a maven repository

Some time ago, I opened an issue to get virtuoso JDBC driver published to maven central (openlink/virtuoso-opensource#249).

Let's make it! 🙂

The build toolchain involves tools that most java developers do not use every day. I aim to host a copy of virtuoso jdbc driver generated source files in this repository using a standard maven project layout. That way it will be easier to publish artefacts to a maven repository.
