More enrollment ID automation? #17

Just some random ideas on how the project can automate some things.

Auto-create/add a "subscription" declaration (and auto-add to a set) for any/all supported status subscriptions.
Auto-create individual enrollment sets.
Auto-create an management properties declaration for each enrollment?
