Support a file storage backend in addition to mysql.

Initial support for declarations, sets, and enrollments is pushed in ff3ec50 in the file-storage-backend branch. That is: API management of those things using the file backend works. Things yet to implement:

  • Declaration dependency tracking
  • Status reports (declarations, values, and errors)
