syncdir.py: order declaration uploads

Declarations need to be ordered before they're uploaded. Otherwise e.g. configurations will attempt to upload before their dependent asset declarations. Storage backends that track dependencies (e.g. the mysql backend) will complain about constraint violations if they're not ordered correctly. The file storage backend doesn't (yet) support dependent declarations — see #42.
