Replace the xdecor:workbench with a techage repair block

It could use steel and wood as consumables to repair tools. Tools could be put in a chest and pushed into the repair block and then pushed to an out chest. There could be faster and slower ones at the various techage levels. The techage 5 version could replace the enchantment table and improve tools.
