Spreadsheet Configuration: Project Configuration Settings sheet should be second, Data should be first

This is currently the reverse - In the spreadsheet created by the program, two sheets are created. The first one visible when you open it (first tab) is currently the configuration, and the second sheet is the data. This should be the opposite - the data should be first, and the configuration should be second.

The configuration should also be clear enough that it serves as a legend and explains the data setup of each column that appears in the data sheet.
