Hi,
Dockerd.exe does not ship anymore with the docker CLI from choco install. This causes "Start docker as a Windows Service" to fail.

Ia m not sure how you want to approach this but a possibility could be to use this script https://github.com/StefanScherer/packer-windows/blob/my/scripts/docker/install-docker.ps1 . I haven't dug into how it would handle the update case
