[UI] Movable/minimizable new-rule modals

It would be nice to be able to move a modal window.

It's a minor feature and maybe not all that necessary, but for example when I want to create new correspondents, tags etc. directly from an opened document, I often want to look for as many search patterns as possible, and the modal is often in the way of the pdf viewer so I cannot read a part of it.

This is quite annoying, although I can learn to adjust and compile a search pattern in a text editor before I create a new rule.

Either make them draggable, minimizable or move them a little to the left over the other input fields (title, ASN etc). Also don't put the pdf viewer behind the tinted background and make sure it's still scrollable.
