Ability to specify which CCs should be chased for f=chase

This will need to be at the bank level for design reasons, but it should still satisfy the main use-cases.

If it turns out to be too complex to implement specific CCs, at least add a feature parallel to FlexRouter in which common CCs can be chased instead of all CCs.
