layer-toggle then switch to sub

Hi

I have a "navigation" layer with arrows and so on, and a "mouse" layer.
I wish to layer-toggle with the caps key to the navigation. And when in navigation and I press space-bar it shall switch to mouse until I release the caps key.
How to achieve this behavior?

flipping caps and space seems to be more comfortable
