Produce a fully static build of xeus-sqlite #55

We should work on producing a fully static build of xeus-sqlite.

One way to do so is to adapt the xeus-python cmake which now has the appropriate options to enable such a build, and other fixes.

A single-binary executable would also be easier to distribute with packaging systems such as PyPI.
