At least turn tab into a no-op when debugging? #3025

If you're in a breakpoint inside Notebook and press 'tab', cursor focus shifts into the next cell. This is hella annoying. : )

Ideally tab gives you autocomplete the same way it does in a cell, but absent that, a no-op is fine. This probably fits under #1246?
