Application interface: If a layout engine supports advanced layout for CJK text as described in CLREQ, JLREQ or KLREQ, this feature should not be used. Otherwise, this feature should always be applied in horizontal layout of CJK text.

Chrome 90 starts to enable this by default: https://chromiumdash.appspot.com/commit/f6d05ee0b3cea95c7574dac985c78ea4673b9a3b

This rather sounds like a harfbuzz issue. FontGoggles doesn't itself decide which features are on by default or not.
