除了对应的ip地址不存在的情况外，还有一种可能是arp请求使用的是广播地址ff:ff:ff:ff:ff:ff，所以同网络下所有主机都能收到，而arp响应使用的是请求中的源地址，所以只有发出请求的主机可以收到
