Ability to predict if more pods can be scheduled to the cluster

We need a tool to predict if new pods can be scheduled to existing cluster or if a user needs more nodes. The methods must be usable by external components also.

Adding this cmd under misc. "tools" with "estimate". At first, lets go with simple cpu, memory and count.
