Mark new autocreated pages as unpublished

When we autocreate pages, mark status=0 (unpublished). But then the editor has to remember to publish it. Hmmm, so maybe we can save it as unpublished, but then switch that to the default setting (usually published) when the edit form loads. What we want to avoid is editors clicking "Create Program page", then closing the tab, leaving an empty, published node in the system.
