Adopting 3-month release cadence to have larger and more stable releases

Hello community,

Karmada has moved to 1.0+ versions since end of 2021. There are more users are expecting more stable releases for production grade usage.

1 release per month was great for kicking off the project, but also challenging for users to catch up with every releases.
Thus the maintainers are thinking to have larger releases with more enhancements included.

As discussed on today's community meeting, we are going to adopt the following release cadence:

• Feature release (aka. minor version): every 3 monthes
• Patch release (aka. patch version): on-demand
