Proposal

By default Kubernetes (HPA) asks for a metric every few seconds (as defined by --horizontal-pod-autoscaler-sync-period- usually 15s). This might create a load on the external service that is not usually needed. Metrics Values can be cached per trigger in a ScaledObject to overcome this problem. This is an optional feature.
