Proposal

Compared to ScaledObject, ScaledJob related logic remains at scalers_cache.go.
ScaledObject related logic already moved to scale_handler.go, so ScaledJob should be moved as well.

Therefore, ScaledJob related code should be refactored like ScaledObject to increase readbility.
