Make kedro-telemetry opt-in flow default to "skip" in non-interactive environments

Description

Over the years, users have reported that under some circumstances the telemetry prompt gets stuck. For example:

• CI/CD (example TBC)
• Databricks Improve running kedro as part of an automated workflow (CI/CD) kedro#1640 (comment)

In some other circumstances it does not block, for example in Docker images kedro-org/kedro#1640 (comment)

Context

This is important because the current workarounds to opt in/out for the telemetry are finicky. For example, it's not always easy to know in which directory should Databricks Jobs create the .telemetry file kedro-org/kedro#1640 (comment)

We got reports from another user that kedro-telemetry blocks Kedro runs on Amazon EMR

We're moving towards removing the interactive flow altogether. Will close this when the full roadmap is ready.
