This is an outcome ticket from the Technical Design session of Allow users to write experiments to a remote server kedro-org/kedro-viz#1218

Description

As a subtask of #2194, explore alternatives to using SQLite to store experiment tracking data efficiently in a remote storage system such as S3, Azure Blob, Google buckets.
