Add a guide to help users pick the right Databricks workflow

Description

After the addition of the two workflows described in #2282 and the reworking of our current documentation to be a new workflow (#2443), users will be able to choose from a total of three documented workflows for developing their project for Databricks. We should make a guide to inform our users which one of these workflows is right for them.

Context

This guide will help our users pick from one of the three documented workflows, reducing the confusion inherent with choice.

Possible Implementation

A flowchart should be part of any implementation.
