Port the tests on kedro-starters to GA

First attempt PR - kedro-org/kedro-starters#165
Porting linux run tests + all lint tests is pretty straightforward.
TODO:
Tests failing for pyspark related starters on windows-latest because of setup issues with Hadoop.
