Add `kedro package` as a CI check for starters #3209

Description

kedro-org/kedro-starters#163 We have a buggy pyproject.toml that no one report for 2 months.

A wrong pyproject.toml isn't detected in the CI checks on kedro-starters at the moment.

Add e2e tests that do a kedro package and python -m ... run for each starter.
