Tune the fees + don't submit when restarting the miner

Is there a way to tune the fees ? I just paid .01 eth for one hash. I obviously don't mind if my transaction takes an hour to be processed, it would be interesting to be able to set lower gas fees on top of the proof frequency.

I also noticed that restarting the miner triggers the submission of the hashes which can be bothersome when just trying things out initially
