Element messenger works when loaded directly from IPFS: see - https://ipfs.io/ipfs/Qmd4LD2KZ2qX5r9ZSV8HBGcLdNMACmULAjgPajBduLaKVB so it can be used fully distributed without any central server.
Can fluffychat do the same? I lack skills to compile and test it. It would be best if authors upload each release to IPFS and add hash to new release announcement or you can change web setup to run it from IPFS using https://www.cloudflare.com/distributed-web-gateway/ as front end cache.
